Typhoon Nina (Hagupit) entered the Philippine Area of Responsibility as a Tropical Depression on September 19, 2008 at 10:00 AM. Typhoon Nina, although it did not make landfall, enhanced the southwest monsoon and brought rains over southern Luzon and Visayas [...] NDCC reported 16 deaths and 128,507 affected persons, 185 of which were in evacuation centers as of 3 October. In the early hours of 25 September, heavy rains triggered by tropical cyclone Hagupit caused flash floods and landslides in six provinces in northern Viet Nam, namely Lang Son, Son La, Bac Giang, Lao Cai, Quang Ninh, and Vinh Phuc. According to local Viet Nam Red Cross Society chapters and the government, the floods left a total of 32 dead, five missing and 36 injured. Furthermore, 897 houses collapsed and another 8,326 houses were damaged or swept away by the floods. In addition, some 19,823 hectares of rice, including those to be harvested, and vegetables were inundated. (IFRC, 29 Sep 2008)

In Southern China's Guangdong Province, Red Cross volunteers and staff swung into action to provide relief supplies to communities hit by Typhoon Hagupit, which was reported to have left a total of 18 people dead. (IFRC, 26 Sep 2008)
