Continuous heavy rains induced by an Inter-Tropical Convergence Zone (ITCZ) and a low pressure area affected the central and southern Philippines, particularly southern Leyte and northeastern Mindanao, on 19-22 December 2003. Flooding occurred in the Provinces of Agusan del Sur, Agusan del Norte, Surigao del Sur, Surigao del Norte, Misamis Oriental, South Cotabato, and Bohol. Eight landslide incidents were monitored: 4 in Southern Leyte, 3 in Compostela Valley and 1 in South Cotabato: and a tornado in Southern Leyte. By 24 December, the number of deaths reached 143 and 47,601 families (217,934 persons) were affected. The total number of damaged houses is 471 (265 partially and 206 totally). (OCHA, 24 Dec 2003)
