Philippines: Tropical Storm Pablo made a landfall in the afternoon of September 30, 2008 over Eastern Samar and at 10 PM of the same day, crossed the Bicol Region. Flash floods occurred in the Municipalities of Gen. Tinio, San Leonardo, Gabaldon and Gapan City wherein 14 barangays were affected. 540 families (2,700 persons) were affected. Flooding also occurred in Candaba, Pampanga. (Govt. of the Philippines, 3 Oct 2008)

China: Higos, the 17th tropical storm of the year, downgraded to a low pressure storm, left Hainan at 11 a.m. on October 5, 2008. The storm caused an economic loss of 44 million yuan (6.5 million U.S. dollars), but it reduced the risk of drought as the storm increased 305 million cubic meters of water in reservoirs and the rainfall in most counties exceeded 100 mm, said Lin Mingzhong, Hainan Provincial Office for Flood, Wind and Drought Control deputy director.
