Typhoon Sinlaku injured 13 people when it hit northeastern Taiwan at 1:50AM local time on 14 September 2008. The typhoon landed in Yilan County with winds up to 45 meters per second. More than 130,000 households suffered a power blackout, and 800 households lost their water supply. A total of 32 shelters were built for 782 typhoon victims. Philippines: The intertropical convergence zones (ITCZ) and enhanced southwest monsoon induced by Typhoon Marce [international name Sinlaku] brought heavy rains and caused the build up of water hyacinth along Rio Grande de Mindanao, which subsequently triggered flooding on 4 September and 13 September and affected Cotabato City, Cotabato Province; Shariff Kabunsuan; and Maguindanao.
