A new storm, Typhoon Parma hit the Philippines a few days after the Typhoon Ketsana, affecting the same northern areas already ravaged by floods. (Plan International, 2 Oct 2009). On October 2, Philippine President Gloria Macapagal Arroyo declared a nationwide state of calamity and ordered the evacuation of residents in six provinces of Luzon in the direct path of Typhoon Parma. Initial reports from Typhoon Parma, which struck northern Philippines on 3 October, indicate that nearly 340,000 people are affected, with 16 confirmed deaths. More than 85,800 people are sheltering in 460 evacuation centres. (OCHA, 6 Oct 2009) Typhoon Parma had a devastating impact on the agriculture sector in Isabela Province, which raised food security concerns, as it was the main producer of corn and second producer of rice in the country, according to the Department of Agriculture.
