Since 8 June 1994, six provinces and autonomous regions in south China (Guangdong, Guangxi, Hunan, Jiangxi, Zhejiang and Fujian) have been affected by torrential rainfall and typhoon 9403 causing extensive flooding. In several locations, the water level of rivers exceeded highest records in local history. The main current of Xiangjiang in Hunan province had the largest flood tide recorded since 1906. The Ministry of Civil Affairs provided the following statistics on the impact of this disaster as of 18 June 1994: 48 million people affected; 488 people killed and 6,470 wounded; 481,600 rooms of houses collapsed and 1,659,200 damaged; and 8.1 million hectares of crops affected. Guangdong belongs to the hardest hit province, with 10.48 million people affected, 134 people killed, and economic loss estimated at 7.39 billion yuan (USD 849 million). (UN DHA, 22 Jun 1994)

A meeting with donor representatives and UNDMT was held on 29 June where the Ministry of Civil Affairs reported the following figures on the impact of this disaster as of 27 June 1994: 73.36 million people affected; 1,001 people killed; 1,000,000 housing units collapsed; more than 2,000,000 housing units damaged; and 4.5 million hectares of crops damaged.
