The Philippines: Tropical Cyclone Noru ("Karding" in the Philippines) formed over the western Philippines Sea on 22 September and started moving west toward northern Luzon Island. On 23 September at 0.00 UTC, its centre was located approximately 1,000 km east of the coast of Cagayan Valley Region, with maximum sustained winds of 74 km/h (Tropical Storm) (ECHO, 22 Sep 2022)

On 25 September, Noru attained super typhoon strength while it continued to move westward towards the eastern seaboard. It marked one of the fastest rapid intensifications ever recorded in the Pacific basin. (OCHA, 25 Sep 2022) After Noru swept through Luzon on 25 and 26 September, response and clearing operations were underway. As one of the strongest typhoons to have formed this year, preliminary information from the affected areas of Quezon and Aurora provinces indicates destructive wind damage in some areas of initial landfall, possibly affecting majority of houses in Polillo Islands. The storm also brought torrential rains with parts of Bulacan and Pampanga currently inundated with flood waters from the Sierra Madre Mountain range and the nearby dams. As per initial government data, more than 2,400 families were pre-emptively evacuated. Thirty-four evacuation centers are operational, with reports of some evacuees already heading home. Five casualties have been reported so far, all of whom were rescuers on patrol from the Provincial Disaster Risk Reduction and Management Office of Bulacan. (OCHA, 26 Sep 2022)

On 27 September, the National Disaster Risk Reduction and Management Council (NDRRMC) reported 60,817 affected people and 51,811 displaced in 976 evacuation centres and outside. DG ECHO has deployed field staff to assess the humanitarian situation on ground. (ECHO, 27 Sep 2022) These numbers went up on the 29th, with more than 714,200 people (195,900 families) affected in the Regions I, II, III, CALABARAZON, V and CAR. According to government reporting, the number of casualties has increased to eight, with five still missing. While most of those that preemptively evacuated have by now headed home, 22,800 persons remain displaced, 11,800 of whom are taking temporary shelter in 127 still open evacuation centres and the rest staying with relatives or friends. Most of those displaced reside in Region 3, where the storm made its second landfall. With more than 20,600 houses reportedly damaged, 2,500 of which are totally damaged, repairs will need to be made due to the possibility of more storms entering the Philippine Area of Responsibility in the coming weeks and months. Around 46,400 people remained displaced, with 3,091 people in 26 evacuation centers. Severe winds damaged 58,994 houses (51,600 partially, 7,344 totally damaged), while torrential rains left parts of Bulacan province underwater. [As of 3 Oct] five people remain missing and 12 people have been confirmed dead, five of whom were emergency responders. The Department of Agriculture estimated that around 170,700 hectares of agricultural areas had been damaged, equivalent to USD $52.8 million in losses. (OCHA, 3 Oct 2022)

A situational report was published on 26 September and on the same day, PRC decided to request Disaster Response Emergency Fund (DREF) support from the IFRC due to uncovering the extent of the damage left behind by Typhoon "Karding". (IFRC, 7 Oct 2022)

Viet Nam: On 27 September, authorities reported one injured person. Damage to houses was reported across the Provinces of Quang Nam, Quang Ngai, and Thua Thien. Many areas in central Vietnam have been affected by heavy rainfall and strong winds, the water level of several rivers has exceeded the alarming level 2. (ECHO, 28 Sep 2022) On the 29th, 16 people were reported injured (eight in Quang Tri Province, and eight others in Thua Thien Hue Province). About 400,000 people have been evacuated, and approximately 2,700 houses have been damaged or destroyed in Quang Nam Province. Several roads and bridges have been flooded and blocked by landslides. Electricity was disrupted leaving 15 municipality without power. (ECHO, 29 Sep 2022) As of 3 October, four deaths were reported and damages to hundreds of houses, paddy fields, crops, industrial crops, aquatic products and livestock were reported in Thanh Hóa, Nghệ An and Hà Tĩnh provinces. Lao PDR: The Department of Meteorology and Hydrology under the Ministry of Natural Resources and Environment issued warnings for landslides, flooding, strong winds and rain between 28-29 September. (ECHO, 27 Sep 2022) In Southern Lao, floods and damages to homes, agriculture lands and livelihoods were reported in at least four provinces (Salavanh, Sekong, Champasack, and Attapeu). Thailand: The Department of Disaster Prevention and Mitigation reported that 37 districts in 18 provinces have been hit by flooding between 22-26 September. (ECHO, 27 Sep 2022) About 4,000 people were evacuated. Domestic flights were unable to land and subsequent flights were cancelled. (ECHO, 29 Sep 2022) Floods were reported in 17 provinces in the North, Northeast and Central region) killing three people and affecting 4,348 households. (OCHA, 3 Oct 2022)

Cambodia: In northern Cambodia (Bântéay Méanchey, Otdar Mean Chey, Preah Vihéar, Siemréab, Stœng Trêng), 16 people died. Many houses were flooded and a number of roads were damaged, including sections of National Road 9. (AHA Centre, 29 Sep 2022)
