A new tropical cyclone named EMNATI formed over the central Indian Ocean on 16 February and is moving west-southwestwards over central Madagascar. On 18 February at 0.00 UTC, its centre was located 660 km north of Rodrigues Island (Mauritius), with maximum sustained winds of 106 km/h (tropical storm). EMNATI is forecast to continue west-southwest, it will pass north of the Mascarene Islands on 19-20 February and it could approach central Madagascar on 22 February. On 15 February, tropical storm DUMAKO, hit central Madagascar, affecting at least 5,100 people. (ECHO, 18 Feb 2022)

Tropical Cyclone Emnati has passed Mauritius and the French territory of La Reunion and is forecast to reach Madagascar on Tuesday, 22 February, in the late evening. Emnati will be the fifth extreme weather event this year, and fourth tropical storm to make landfall in Madagascar in one month, following Tropical Storm Ana (22 January), Tropical Cyclone Batsirai (5 February), Tropical Storm Dumako (15 February), and an inter-tropical convergence zone which impacted Madagascar on 17 January. Communities that were hardest-hit by Tropical Cyclone Batsirai are likely to be impacted again by Emnati, which is expected to make landfall between the cities of Mananjary and Manakara. Response efforts are ongoing, led by the Government with support from humanitarian partners. (OCHA, 22 Feb 2022)

Emnati passed through areas that were impacted by Tropical Cyclone Batsirai just 18 days ago, bringing 109 mm of rainfall to Mananjary alone. The weather system then weakened as it crossed land, bringing heavy rain and strong winds to the south-east of Madagascar, including the Grand Sud region which has been suffering from an extremely severe drought. Given how dry the land is in these areas, there are concerns regarding the risk of flash floods. The weather system left Madagascar at 9 p.m. on 23 February from Ampanihy district. Ahead of the storm, about 45,000 people were preventatively evacuated to 130 shelters sites in 7 regions, mainly in Mahanoro, Mananjary, Manakara and Farafangana towns, according to the BNGRC. BNGRC and partners have started aerial assessments today, with logistics support from the World Food Programme, Medair and the private sector. Although Emnati made landfall as a Category 2 cyclone (while Batsirai was Category 3), early reports indicate flooding, damage and destruction in areas the storm passed through, with some communities—including Midongy du Sud—stranded by floodwaters. Several roads have been cut-off by flooding, fallen trees or landslides, particularly in the districts of Ambovombe, Farafangana, Ihosi, Midongy, Vohipeno and Vondrozo. (OCHA, 24 Feb 2022)

Madagascar: BNGRC situation update on the impact of Cyclone Emnati – 01 March 21:00 (temporary numbers): 15 persons reported dead; 169,583 persons affected (44,046 households); 17,265 displaced persons (4,166 households) across 71 accommodation sites in 11 regions: Amoron'i Mania, Androy, Anosy, Atsimo Andrefana, Atsimo Atsinanana, Fitovinany, Ihorombe, Matsiatra Ambony, Sofia, Vakinankaratra, and Vatovavy. WFP continues to build its response at scale with plans to assist around 317,000 people over the next three months. (WFP, 4 Mar 2022)
