Approximately 15,000 families in 246 communities have been strongly affected by drought in the Paraguayan Chaco region since early May 2013, with a direct impact on their livelihoods. The lack of rain during the first months of the year prevented families from getting the water needed to fill their reserve tanks, while frosts in July and August caused further loss in agriculture, livestock and dairy production. The government declared a state of emergency on 11 Sep to address the consequences of both events. (IFRC, 11 Oct 2013)
