1. Executive Summary

Situated in a region prone to man-made, natural, slow-onset or rapid complex emergencies, the IFRC EAIOIRO supports Red Cross and Red Crescent (RC / RC) National Societies in humanitarian response and enhancing communities’ capacity to be more resilient to hazards and risks.

The overall goal for the EAIOIR in 2014 will be to support our 15 Eastern Africa and Indian Ocean Islands (EAIOI) National Societies (NSs) in their efforts to fulfill their role as auxiliaries to their public authorities, in such a way that through their networks of community volunteers i) those NSs are effective and efficient first responders to all natural and man-made disasters and, ii) those NSs foster more resilient communities through their long-term programming.

This plan will support 15 NSs of the following countries: Burundi, Comoros, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Uganda, and Tanzania.

The above countries are similar in some dynamics but also very different in others. Some have country specific issues that will require using various approaches of work, and when is necessary tailoring them to the specific needs of the NS. The NSs in the region are diverse in their capacities, characters, structures and size hence there is no ‘one size fits all’ as indicated in the Long-term Planning Framework (LTPF).
