OCD conducts training on incident command system for LGUs

PAGADIAN CITY, Dec 17 (PIA) -- The Office of Civil Defense (OCD-9) headed the conduct of a three-day Basic/Intermediate Incident Command System (ICS) training course from December 10-12 at Four Queens Resort, this city.

The training is designed to equip local government units to heighten its vigilance in ensuring that disaster risks are prevented or minimized and it is prepared to address and respond to the needs of affected population when disaster or emergencies occur said Adriano D. Fuego, OCD 9 director.

"This training is very important especially nowadays that we are always visited by typhoons. This is the second time that Mindanao was visited by a strong typhoon and the first time in history that Region 9 was placed under signal No. 3 brought by typhoon ‘Pablo,'" Fuego explained.

“It only shows that there is a need for us to prepare,” he added. ICS is the answer on how to effectively respond when there is a disaster.

The training course involved eight modules with the following topics: Introduction to ICS, ICS Organization and Staffing, ICS Incident Facilities, Organization and Managing Incidents and Events, Incident/Event Assessment and Management by Objectives, Incident Resources and Resources Management, Incident and Event Planning and Transfer of Command, Demobilization and Closeout.

Expert cadres of the National Disaster Risk Reduction and Management Council (NDRRMC) facilitated the training, namely: Col. Mario Verner Monsanto, consultant, office of the vice mayor, Davao City; Dr. Joseph B. Bacareza, chief, Health and Emergency Management Division, Bureau of Fire and Protection (BFP), Manila; and OCD 9 Regional Director Adriano D. Fuego.

It was attended by 47 participants from the clustered municipalities of Molave, Ramon Magsaysay, Tambulig, Tukuran, Josefina, and Dumingag, all of the first district of Zamboanga del Sur.

ICS is a standardized on-scene emergency management concept specifically designed to allow its users to adopt an integrated organization structure, equal to the complexity and demands of a single or multiple incidents. (ALT/CAL-PIA9)
