Mali: Overview of humanitarian access constraints (summary of constraints from January to June 2017)

In the second quarter of the year 62 cases of access constraints were registered. The vast majority (95%) of cases took place in the north and central regions (Kidal, Tombouctou, Gao, Ménaka and Mopti). More than three quarters of the incidents (79%) were attacks against humanitarian personnel and aid assets.

Key messages

  • Insecurity in central Mali: General insecurity in central parts of Mali is on the rise: 9 constraints were recorded from January to June 2017 compared with zero incident for the same period in 2016. Restrictions of motorcycle circulation continue to be in place in Mopti and Segou regions from dusk to dawn.

  • Situation in Kidal: Aid operations in Kidal region remain challenging for humanitarians. Nearly one quarter (24%) of all reported incidents took place in Kidal. One INGO had to suspend its activities in the region due to repeated break-ins in its premises and robberies of equipment. Due to the closure of the airport, Kidal city remains inaccessible by fixed wings aircrafts since April 2016. Aerial access to the locality is thus limited to the helicopters of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) which are used as a last resort by humanitarians.

  • Aid workers are mostly targeted for their vehicles and property. Despite the constraints, humanitarians continue to provide assistance to people in need by adapting their operations and relying on a community approach to secure access to populations.
