Highlights

  • Data from the Cost of Hunger in Africa (COHA) study collected during the second half of 2016 were consolidated during a workshop in Kinshasa on 12-14 December. Final results are about to be presented by the Government.

  • Contrary to expectation, the end of President Kabila’s second term on 19 December did not cause wide-spread violence and subsequent displacement. On 31 December, the Catholic Church brokered an agreement between political parties for a transitional government until the next elections are held at the end of 2017. According to the agreement, President Kabila will remain in power until elections are held.

Operational Updates

  • WFP cash-based transfers worth USD 15 per refugee were distributed to 22,500 Burundian refugees in Lusenda camp in South Kivu province to purchase their monthly food ration. The distribution started during the third week of November and ended in early December.

  • WFP assisted 56,200 in-camp C.A.R. refugees through the EMOP: 17,890 in Boyabu, 15,170 in Mole, 14,090 in Inke, and 9,050 in Bili. Refugees in three camps receive cash-based transfers whereas refugees in Bili camp receive in-kind food assistance.

  • WFP and partner Lutheran World Federation have completed the targeting exercise of 1,648 most food insecure displaced households (13,502 persons) in Mutwanga-Kasindi area in Beni territory, North Kivu. These displaced people fled following ADF NALU attacks. Food assistance to IDPs is scheduled to take place during the first week of January 2017.

  • WFP is starting cash distribution to 15,000 South Sudanese refugees in Biringi (Aru territory) and Meri (Faradje territory). In order to provide assistance to these refugees, WFP requires approximately USD 3.5 million for 6 months. The country team’s proposal for funding from CERF’s rapid response window was approved on 13 December 2016. WFP will receive USD 1.7 million which will cover needs for a limited period. In addition to the one month cash-based transfer planned for 15,000 refugees,
    WFP has prepositioned a contingency stock of 57 mt of food in Aba and Aru to assist newly arrived refugees.

  • Purchase for Progress (P4P): From 06 to 10 December 2016, WFP trained 103 smallholder farmers on post-harvest losses and warehouse management in Rubare and Ntamugenga in Rutshuru territory, North Kivu.
